About WRI Indonesia

WRI Indonesia is a national entity (Yayasan) associated with the World Resources Institute (WRI), a global environmental research organization that turns big ideas into action at the nexus of environment, economic opportunity, and human well-being. WRI employs three approaches, namely: Count It, Change It, Scale It.

WRI works with various stakeholders in the natural resources sector to support policy and management that are both profitable and sustainable. WRI has worked with leaders in more than 50 countries for more than 30 years, with offices in the United States, Brazil, China, Europe, India, and Indonesia.

Launched in early 2014, WRI Indonesia builds on WRI’s 10-year history in the country focusing on forests and land use governance, and strengthens our impact on the ground. In the short-to-medium term, WRI Indonesia aims to expand its presence and portfolio to include climate, energy, as well as cities and transportation programs.

WRI Indonesia is seeking for a consultant to develop a platform that coordinates all peat restoration activities in Indonesia.

Overview

The overall objective of peat restoration is to restore degraded peatland in Indonesia by giving full support for relevant stakeholders on the peat restoration activities. The activities include peat mapping, peat restoration activities (such as rewetting, revegetation and revitalization), and technical assistant to increase Peat Restoration Agency’s capacity. One of the WRI Indonesia’s supports is the development of online platform for coordinating restoration activities between the agency and their local stakeholder (local government’s peat restoration team and civil society organizations).

The consultant will be based in Jakarta and responsible for the overall development of Peat Restoration Agency’s platform. Reporting to the Peat Restoration Manager of WRI Indonesia, the consultant will coordinate with the GIS team and other key personnel. The consultant will also coordinate with partners from relevant agencies such as the government, local authorities, and civil society groups.

Scope of Work

Under the guidance of WRI Indonesia, the consultant will work closely with program staffs and the GIS team to perform the following tasks:

Web Platform Development

  • Provide the technical service for the platforms prototype’s design and development, including virtual platform for communication, management dashboard, training, and data sharing

  • Provide analysis for the platform technical requirements (i.e. software, hardware)

Web Platform Management

  • Provide the user access, activity, and contents in the platform

  • Provide technical support for troubleshooting, debugging, or other specific services

Content Development

  • Design and develop virtual training curriculum and modules for capacity building

  • Manage and assess data and information submitted according to the agreed upon standards

Platform Detail

The platform will include the following features:

  • Peat Restoration Planning

The feature has an objective to strengthen coordination between Peat Restoration Agency and the team at provincial level. For example, the Peat Restoration Agency will provide the peat restoration activity plan (Canal Blocking, Revegetation spot, and peat village support) and the team in each province will refine this plan to produce the final Peat Restoration Activity Plan.

  • Peat Restoration Project Monitoring

The feature has an objective to monitor the ongoing peat restoration activity (Canal Blocking, Revegetation and peat village support) based on the Fix Peat Restoration Activity Plan. It shows restoration actors and the progress of their work.

  • Monitoring of Carbon Emission Reduction from Peat Restoration

The feature has an objective to show the number of avoided emission from peat restoration activities. The data of peat restoration activities will be pulled from the Peat Restoration Project Monitoring data and used as the input for the carbon emission calculation. The algorithm of the calculation will be derived from the Peat Restoration Agency.

Deliverables

  • Develop the peat restoration platform, which consists of three main features of monitoring restoration planning, restoration activities and carbon emission reduction.

  • Provide technical notes and documentation of the platform.

  • Provide the training module on using the platform.

  • Provide user testing for getting the user feedback on the platform.

Support from WRI Indonesia

  • WRI Indonesia will coordinate technical meetings with the Peat Restoration Agency and the consultant.

  • WRI Indonesia will provide the technical support regarding the development of the platform.

Qualifications

  • Individual or Agencies of Web Platform Developer

  • Previous experience in developing environment-related Web Application would a plus value

  • Strong communication skills with fluency in written and spoken Indonesian and English

  • Ability to work with different teams, conduct technical meetings and deliver to deadlines.

Fee and Benefits

  • Fee will be paid per output according to the agreed rate.

  • The Consultant will be expected to work from home, with occasional meetings at WRI Indonesia office and Peat Restoration Agency in Jakarta
