This program aims to integrate development planning, financing, and licensing in the land-based sector in order to support sustainable development initiatives at the district level

Why

Actual practices for development planning, development financing and licensing in Indonesia remain to be fragmented and isolated; such siloed process applies at various levels, including at the sub-national level. In fact, the integration of these three things, especially in the land-based sector, is critical for impacts in addressing development and sustainability issues. Therefore, in relation to the context of sustainable land use and development, this program is relevant to green district or sustainable district initiatives emerging at the local level. This kind of initiative is very important, because it allows a development scenario towards a sustainable path that can simultaneously advance the economic, social and environmental sectors, without having to sacrifice the importance of one sector over another.

After declaring themselves green districts, there needs to be development interventions that reflect these initiatives. For example, if zero deforestation is a policy set for a district, how will development planning be structured, especially in relation to forests, land and the like; what are the development financing options if forests are not converted into plantations; how to issue and renew permits; and how these affect well-being at the district, household and individual levels.

Overall, what constitutes a vision for sustainability in a region has implications for development planning, financing and licensing activities. Therefore, implementing these three as a whole can prevent potential contradictions between sectors and can be the start towards moving into a sustainable pathway.

How

We work closely with the local government to increase the ability of stakeholders in the public sector to understand linkages (impacts, trade-offs, synergies) from aligning planning for development, financing for development, and licensing in the land-based sector in achieving the sustainability vision of the local government. We will initiate the use of integrated and system approach by developing a system dynamic model to assess the connections and implications between programs, policies, and interventions of development planning, financing allocation, and licensing decisions.
