Request for Proposals: Video and Photo Production for Pantau Gambut An Independent Community-Based Peatland Monitoring Initiative


WRI intends to award a a USD 32.000 - fixed price plus reimbursable type contract for video and photo production services to capture visual stories in: Sumatera, Kalimantan and/or Papua islands. The result will be developed into a feature in Pantau Gambut virtual platform. WRI expects the work to commence starting from October 2020 to December 2020. The chosen vendor will submit deliverables for approval to and work closely with the WRI Indonesia team. The contract will be signed by WRI Indonesia and will be paid from WRI Indonesia accounts, following Indonesia regulations.

About the Pantau Gambut project

The Pantau Gambut initiative stems from shared concerns about the fulfillment of government pledges or commitments related to the restoration of peatland ecosystems. Peatland in Indonesia is a unique ecosystem with high biodiversity and economic value. Peatland has various functions including hydrological functions or water storage and management, the carbon storage function that relate to climate change mitigation, and biodiversity conservation function. However, peatland is a vulnerable to degradation, subsidence, and fire, particularly when peatland is being drained. Massive forest and peat fires in 2015 contribute to the country and public loss of approximately IDR 221 trillion. The responsibility for conducting restoration activities is not the responsibility of government alone but should also involve civil society and the private sector. Pantau Gambut coalition has now grown into 23 members that consist of civil society organizations in 8 provinces with technical niches ranging from research, campaign and capacity building. Pantau Gambut main virtual platform: is the coalition’s main public-facing avenue to engage the public on all peat related missions and initiatives. Entering the fourth year of Pantau Gambut initiative, the coalition is planning to produce visual products about peatland, that can leave a lasting imprint and can be used to raise people’s awareness and understanding the urgency to protect peatland and its importance to tackle climate change.


Scope of Work

  1. Location: Sumatera, Kalimantan and/or Papua

  2. Video Documentation:

    a. Develop a storyboard to capture for long and short video (approximately 7-minute and 2- minute videos) about:

    • Human story from peatland

    • Biodiversity from peatland

    b. Conduct field visit of the area

    c.. Work with local stakeholders to brainstorm and conceptualize concepts for videos

    d. Transports, sets up, shoot video and operates relevant production equipment, including audio and lighting equipment

    e. Create editing, necessary illustration, motion graphics and formatting and ensure consistency and quality of end product

    f. Acquire sound editing and mixing, voice-over and music with free copyright to complete videos of the highest quality

    g. Conduct subtitle translation into English

  3. Conduct photoshoot in the area

  4. Video and Photo documentation:

    a. Edit and assemble visual and audio material

    b. Work with stakeholders in the field to arrange production setting and plan, gather project requirements and review progress at all stages from pre-production through delivery

    c. Perform miscellaneous task-related duties as assigned

  5. Editing

Output/Deliverable (s)

  1. Draft storyboard and script for the documentary to Pantau Gambut for approval before filming.

  2. Final storyboard and script after integrating Pantau Gambut input.

  3. Draft documentary presented to Pantau Gambut for review and comments.

  4. The complete documentaries include at least 10 (ten) of 2-minute video and 5 (five) of 7-minute longer version, as well as photos.

  5. The final production quality of the video shall be approved by Pantau Gambut before multiple productions.


The contractor is expected to provide the services described under “Scope of Work” from October 2020 to December 2020


The budget for this service is capped at USD32.000, -



  1. A minimum of 5 years of proven experience in video production

  2. Experience, portfolio and previous past projects on issue pertaining peatland restoration, forestry and/or sustainable development is required

  3. Having social oriented portfolio and brand

  4. Contractor is a legal entity in Indonesia

  5. Knowledge of field production techniques and standards, and post-production procedures, techniques and standards

  6. Skill in visualizing and shooting concepts effectively

  7. Extensive experience in producing news, documentary films, and short format films (portfolio and samples of work are a must)

  8. Ability to produce high quality broadcast video on tight deadlines on a variety of different issues and subject matter

  9. Ability to operate or dispatch a single member team that can produce and film on location without any other supervision

  10. Excellent technical capacities (Full High Definition video with 1920 x 1080p) to ensure high quality production

  11. Professional sound recording at minimum of 96 kHz/24-bit

  12. HD web files and HD DVD as final products

  13. Ability to work with clients to understand detailed requirements that meet client needs and vision

  14. Ability to iterate your video and photo objects efficiently and intelligently

  15. Ability to clearly and effectively communicate the production processes, ideas, and solutions to teams and clients

  16. Preferably based in Jakarta

Proposal content

Prospective vendors should submit:

  • Company Profile (including sustainability efforts);

  • A statement of interest describing the proposed team and how it meets the above requirements;

  • CVs of team members;

  • Examples of and references for similar previous work (your Video & Photo Portfolio);

  • An outline of the proposed methodology and workplan;

  • A proposed budget with a breakdown of payment schedule associating amounts with work milestones.

  • If a reimbursable type of contract is envisioned, a summary of accounting system which will support claims.

Evaluation Criteria

The following elements will be the primary considerations in evaluating all proposals submitted in response to this RFP:

  • Completion of all required elements (proposal quality);

  • The extent to which the vendor’s proposal fulfills WRI Indonesia stated requirements as set out in the RFP and demonstrates an understanding of the issues at hand;

  • Experience with similar projects (project portfolio);

  • Sustainability – WRI Indonesia values sustainability and all other factors being equal, will favor a proposal to more sustainably perform the work.

  • Overall cost of the vendor’s proposal (value for money).

  • Budget competitiveness

The bidder offering the best overall value will be selected. For this procurement, price and non-price aspects are considered to be of approximately equal importance

To demonstrate strength in both video and photo services, potential bidders are encouraged to form a joint consortium under one management and single contract holder

Selection Process

No proposal development costs shall be charged to WRI Indonesia and all expenses are to be borne by the bidders. WRI Indonesia may award to the bidder offering best value without discussions. However, WRI Indonesia reserves the right to seek bidder clarifications and to negotiate with those bidders deemed to be within a competitive range.

WRI Indonesia may, at its discretion and without explanation to the prospective vendors etc., choose to discontinue this RFP without obligation to such prospective vendors.
