Aim

Partnership to Strengthen Transparency for Co-Innovation (PaSTI) aims to enhance co-innovation between the government, non-state actors and the global community to improve the transparency framework pertaining to the reduction of greenhouse gas emission and to achieve Indonesia’s climate goal in its Nationally Determined Contribution (NDC).

Why

Robust transparency and accountability are two key aspects in Paris Agreement that have implications for both the government and non-state actors. Unavailability of high-quality data and difficulties in collecting, managing, and coordinating data can hinder government’s effort to improve the accuracy of Indonesia’s national greenhouse gas inventories. Such challenges thus make it difficult for Indonesia to monitor current progress and evaluate the existing programs.

Capability to collect, manage and coordinate greenhouse gas emission data from all types of stakeholders is critical. PaSTI is designed to enhance countries’ capacity for transparency and accountability by supporting the development of an integrated and advanced monitoring, reporting and verification (MRV) system as well as encouraging collaboration and co-innovation between government, non-state actors and the global community.

Who

In Indonesia, PaSTI is coordinated by the Ministry of National Development Planning (BAPPENAS), who signed an agreement with the Ministry of Environment Japan (MOEJ). BAPPENAS will coordinate the efforts between line of ministries, including the Ministry of Industry, the Ministry of Environment and Forestry, and the Ministry of Energy and Mineral Resources. The implementation of PaSTI project in Indonesia is supported by WRI Indonesia and the Overseas Environmental Cooperation Center (OECC) Japan.

How

PaSTI supports BAPPENAS in developing an integrated and advanced MRV system across ministries that will be used by non-state actors to report their greenhouse gas emission and climate reduction activities. PaSTI is also encouraging non-state actors to actively participate in the country’s climate action by promoting incentive mechanism.

The activities include:

  1. Study on the global landscape analysis and specific assessment for Indonesia to strengthen and streamline the MRV systems in Indonesia
  2. Policy and economic studies to implement the nationally-integrated reporting system of greenhouse gas emission in Indonesia
  3. Development of implementation scheme for integrated MRV system for private sectors, with clear protocol
  4. Capacity building to enhance transparency framework
